Liu Cigui is the acting governor of Hainan Province. Born in 1955, he is a native of Huian County, Fujian Province. He joined the Communist Party of China in 1973 and served as a full member of the 18th CPC Central Committee. He was part of the rusticated youth during the Cultural Revolution from 1973 to 1979. He entered the workforce in 1979 where he served as a secretary of Hongdun Commune of CPC County Committee. In 1983, he became the Deputy Secretary of CPC County Committee and the Director of CPC Politics and Law Committee. He served the CPC for almost ten years before joining the CYLC Provincial Level in Fujian Province. He became the Chairman of Fujian Youth Federation and a member of All-China Youth Federation. By 2000, he started working in Oceanic and Fishery Bureau of Fujian Province. He also became the Mayor of Longyan City in Fujian Province and served for five years (2002-2007). He also became the Mayor of Xiamen City in Fujian Province for another four years (2007-2011). By 2011, he became the Director of State Oceanic Administration and assumed the position for three years. He is now the acting governor of Hainan Province of People’s Government of China.
Governor Liu Cigui started serving as the Governor of Hainan Province in 2015. He belongs to Han Nationality from Huian County, Hainan Province. He spent most of his years in CPC County Committee and Youth Federations before involving in local politics. He served as a mayor of two cities in Fujian Province: Longyan City and Xiamen City. Later, he was appointed as the director of State Oceanic Administration and Governor of Hainan Province.
